Erm map packs should definitely not go in an fs_game folder, unless its
specific for that mod only (naturally).

General rule of thumb would be content which is _not_ unique to a mod, and
will work with all mods without conflict (like most maps) should go into
"main" folder, whilst unique content and mods should be set with fs_game.
