[openbox] Dual monitors in openbox

The first part of your problem sounds like you might be experiencing some
dead area[1]. I didn't think this was a problem in Openbox, but maybe I'm
wrong.

The second part of your problem I don't think is related to Openbox. It's up
to lxpanel to recognize a multi monitor setup. Tint2 has support for
multiple monitors (as does the panels in KDE and Gnome).
