new bgmenu on the loose

CHAAAAARGE!

There's a new bgmenu on the loose!  Catch it while you can.  It's highly
valued for its new support of blank lines and comments (lines beginning
with '#') in the rc file, as well reflecting the change of openbox's
configuration directory.
