Its not top that's broken its the info in the kernel that is sometimes
not accurate. As all tools will just be reporting this there is no way
round it but to either:
1. Use a higher frequency kernel
2. Update to a 2.6 kernel which is higher frequency by default.
3. Use another OS like FreeBSD which suffers less from the issue.
