[ut3] Where and how to ban a player(s)

Look where it was stored in UT2004.ini, it's under the same heading in 
either UTGame/Config/UT{Engine,Game}.ini, as is the right spot to put 
GamePassword and AdminPassword (prolly under a different section, but same 
section as was used in UT2004). It's something like Accept(8.*) or something 
allong the linse by default. Might be that grepping for \* will even 
suffice.
