[quake3] Flares over lightsources

I forgot some instructions still:
You enable flares by setting r_flares to 1 in the console.
I introduced a new cvar, namely r_flareCoeff. This cvar will determine how 
quickly the flare will fade with increasing distance. Default value is 150.
