[mohaa] rcon commands

It is far more likely that an antoboot is occuring due to latency.  Hard 
to believe someone is getting there jollys by doing manual booting.  I 
can see it happening once in a while, but not too often.  Besides, given 
the number of cheaters, why boot decent players?
