[cod] Interesting issue with time calculations

Thanks Peter,

I had suspected that but hesitated to build a new kernel due to the fact
that other games have run fine in the same environment. Isn't HZ=1000
default in the linux kernel these days?

I forgot to mention one thing in my original message: scr_sd_timelimit (or
any other gametype timelimit) works as expected. So warmups, intermissions
and bomb timers are the ones counting down too fast, while the actual
round timelimit seems to be dead on.
