[bf1942] Getting a little antsy, new release?

Look, the decision was made to release 1.4 as both a win32 update
and a linux server open beta because there wasn't enough time to
work on both 1.31 and 1.4 at the same time.
And what good would a 1.4 server do without any clients?
The holdup is win32 bugs, nothing else.
