This is exactly what Q3 does, and it has always worked great.  If you want
custom skins to be able to be used on a Q3 server, the admin has to upload
them.

For instance, if I ONLY wanted Merciless Add-Ons to work on my servers, I
could upload the Merciless RFAs and when a client connected he/she would
verify their RFAs with the ones on the server.  If they were running a
cheat, and it wasnt on the server, it would be automatically disabled.
