Allow jpeg avi and screenshot quality to be controled by cvars.

Based on tinkah suggestions I added two cvars, r_aviMotionJpegQuality which
controls motion jpeg avi video quality and r_screenshotJpegQuality which
controls jpeg screenshot quaility.
