[openbox] I rewrote obmenu to omit removal due to deprecation

Hello Community,

I just wanted to let you know that I rewrote obmenu using python3/gtk3 as
the old one has dependencies (python2.7, pygtk) which will cause removal
from some major distros.

I would love to see this become a replacement of the old tool. But I don't
know how to achieve this. So, if you have any suggestions, please let me
know.

Please don't hesitate to open an issue for found bugs or
suggestions/feature requests.
