[openbox] menu not recognized

[General]

There was an issue with XML where the official spec says there must be no blank
line at the start of the file. Some libraries ignored this and both accepted
and generated these. Eventually they cleaned up their act and a lot of existing
files then failed. I wonder if you are having the same problem.
