[openbox] client-list menu within root menu?

Is it possible to put the client-list-combined menu within the root menu
in openbox?

I just want to have a single keyboard shortcut to bring up a menu with
my app launchers and also my list of open windows, rather than having
two separate menus.

Currently I have:

  <menu id="client-list-combined-menu"></menu>

I my menu.xml, but that adds the client-list-combined-menu as a submenu,
I just want it "inline" in the root menu.
