[openbox] sloppy focus "stealing"

It's hard to imagine how such a think could work in openbox, where
focusing a window and raising it are two separate operations. Even if
you forced windows to raise when using this mode, what about the case
when an always-on-top window covers the window you switched to? I
think it would be pretty intrusive to change the layer of either
window. The only other option would be to forbid to focus such
windows, or move them. And for what purpose, to obstruct the view of
the window with the mouse pointer?
