Is it possible it's a more generic problem,
not with openbox, but with xorg-server.

IIRC, ArchLinux patches xorg-server to use udev for input
detection (for 1.7 series).
Perhaps you need to configure it correctly there ?
Anyway, setting 'xorg' rules doesn't play well
with evdev driver (default for udev xorg server,
at least a few ArchLinux wiki pages suggest so).
