Opaque Window Move Option

Are there currently any plans to implement an option to disable opaque
window moves?  If so, is anyone currently working on this?  I couldn't find
anything on this in the documentation and most searches lead to the
conclusion that it does not exist.  If it already does exist, instructions
on configuring this would be appreciated.
