Open window completely over panel

Hi, 
I am trying to open a new window, in a program in
java, using setLoation. It must open completely over a
panel in button of screen.

No matter what is my Y number. openbox window manager
prevent it to be comptletely over panel (It will open
it about 5 pixels above the panel).

Is there any way that openbox let me to do this?
