[openbox] exceptional application in toggle-desktop

[Chengqi(Lars) Song]

Thanks, I found out that the problem is the withdrawn option. But a
consequence is that the tray window can not be moved anymore. Before
setting that I can move it with alt+click and drag. Is it normal?
