Smart windows placement without center option

Hi,
It seems to me that windows placement Smart without center option enabled doesn't place 
windows from top left, but rather from middle left area of the screen.

I have this config:

  <placement>
    <policy>Smart</policy>
<!-- 'Smart' or 'UnderMouse' -->
    <center>no</center>
  </placement>

and when I have clear screen and open new xterm window it is not placed into the top-left 
corner but somewhere in the middle of the screen (but starting from left).

I think that with openbox 3.4.2 the behaviour was correct.
