% xprop -root|grep LAYOUT|grep -v SUPPORT
_NET_DESKTOP_LAYOUT(CARDINAL) = 0, 0, 1, 0

That's the little friend your pager would set. If thats not set then openbox
isn't using any strange layouts, and you probly have duplicate bindings or
something.
