./configure error out of CVS

I just ran this

cvs -d :pserver:anonymous at cvs.openbox.org:/cvs/cvsroot login
cvs -d :pserver:anonymous at cvs.openbox.org:/cvs/cvsroot co -P openbox

To check out an openbox tree from cvs.  I then ran 

./bootstrap
./configure

and got this message at the end of configure.

checking for the Xinerama extension... yes
configure: creating ./config.status
config.status: creating Makefile
config.status: creating m4/Makefile
config.status: creating po/Makefile.in
config.status: error: cannot find input file: po/Makefile.in.in


make then fails quite spectacularly.  Does anyone know why this
Makefile.in.in file is missing, or is that just a red herring, like
communism?
