[openbox] restart moves window frames down

I've seen this if I kill -9 openbox, but that's about it. Since it's probably not something a window manager (?) would expect, I guess I can't complain about windows moving down the height of the titlebar... :P

Sounds to me that John is having this problem with regular restarts, and I've never heard of that before.
