restart moves window frames down

With all of the releases recently I have had the chance to restart
openbox quite a few times to upgrade.  I have noticed that each time I
restart, all windows with frames around them, get reset about one frame
width lower on my screen than they were.  So a window that had its frame
up against the top of the screen is now one frame width away from the
top.  This does not appear to affect my frameless Eterms. This exact
same thing used to happen when I restarted metacity.  Does anyone know
what this is?
