German translations for Openbox+ObConf

Hi,

I've created a German translation for Openbox-3.0-rc3 and made some  
minor changes to the ObConf-1.5 translation. ObConf lacks the line:

bind_textdomain_codeset (PACKAGE, "UTF-8");

to make it work properly.
