[openbox] Openbox maximizes windows over Rox pane

Yes, I can mouse over the panel and it will raise but it is not the
standar behaviour you see with other panels (fbpanel, gnome-panel,...).
I forgot to say that almost all applications cover the panel (when
maximizing them) *completely*. That is not usable :(
Here a list of apps :
cover the panel completely
--------------------------
xedit
Rox-Filer Window
gnome-calc
xcalc
...
cover the panel partially
-------------------------
aterm
xterm
Those are some apps I tested.

I tried the alpha version and it has the same problem.
