New TESTING release - 2.3.0 "royal city"

Hey-oh!

There's a new Openbox release to bang around. New in this release is:
 * bug fixes for some EWMH spec compliancy issues.
 * epistrophy has a new sendToWorkspace action
 * There's a new menu action called [pipe] that will take the output
   of a command and interpret it as a submenu. An example script can
   be found at http://icculus.org/openbox/phpwiki/index.php/PipeMenus
 * Some rendering bug fixes.

This will become the new TESTING branch. Huzzah.
