the default rc3 file has all the code you need to set up where the dock
is located and how it behaves:

look for this code in the rc3 file:

  <position>topright</position>
  <stacking>bottom</stacking>
  <direction>vertical</direction>
  <floatingX>0</floatingX>
  <floatingY>0</floatingY>
  <autoHide>no</autoHide>
  <hideTimeout>300</hideTimeout>
