Openbox TESTING 2.3.1 released

I found one omission in my i18n patch. I forgot
to add the the necessary 

   if (utf) {

and

    #ifdef X_HAVE_UTF8_STRING

and conversions where the function XmbTextExtents() was used.

Therefore strings were measured wrong when Openbox was compiled with
--enable-xft=no therefore strings were shifted and became partly
invisible.

The attached patch against the openbox-2_3 CVS branch fixes the
problem.
