[Gtkradiant] What is this file [link]?

I was wondering what this file is and how I should use it, if at all,
during the process of building GtkRadiant on Windows.

I was trying to do something with it as a last resort in trying to get
a Windows build to work.
I know it's normally a part of VC++ and installs files such as
msvcr90.dll.  However, this version
of vcredist_x86.exe seems to have littered my C: drive directly with
files, and does not seem to contain any useful DLLs.

Running this file did create some stuff under C:\Windows\winsxs but
not the expected msvcr90.dll.

The reason why I ran this vcredist_x86.exe file is I thought that
maybe I needed the exact same version of msvcr90.dll that was used to
compile the deps such as GTK+.  Oh well, now I'm going to have to
delete the litter that running this file has created.

I'm not a Windows expert and I still have not gotten much help in
getting a build of GtkRadiant running (problems explained in previous
emails).  I might try to recompile all the dependencies such as GTK+
from scratch, but that will be a big learning process for me.  Right
now I'm just stabbing in the dark it seems.
