[Gtkradiant] planned files for 1.2.11 release

I think 1.2.11 is going to be a single 1.2.11-update file (i.e. 
nightly). We have full setup for all games at the following version:

1.2.9 Q3 RTCW
1.2.9 STVEF
1.2.9 JKII
1.2.10 SOF2

Riant is still working on the main setup updates (new content, IS 
update). We are also going to need to propagate those updates to the 
Linux setup code.
