If i open a map with
radiant and select any brush i can see a mirror image of that brush just
behind it(mirror image is upside down). the 2 brushes are joined by 2-4
lines that cross over and the closer i try to move to the mirrored brush
(mirrored brush is wireframe) the further away it gets.
If i "load" a map in radiant i can see 2 versions of the same map and all
the brushes are joined.
The side and front view grid lines have changed to just 1 45 degree line.

I have tried adjusting the views and Edit/prefferances settings,
uninstalling both Q3 and radiant deleting all files then reinstalling but
with no luck.

I have found the problem to be with my radeon display driver "W2K-720-011-0b" 

i have updated to the latest driver version and the problem is terminated.
