I managed to start a server with only iw_00.iwd in the main folder.
Better yet, i deleted the "images" folder from iw_00.iwd resulting in
a file that's 198 bytes (only fileSysCheck.cfg is in the iwd).

I can rotate maps (server throttles to no more than 2 rotations per
120 seconds), not sure if the server is playable or not, but worth
testing.

They may totally hose VAC, but it doesn't seem to be running without
Steam (or something).
