Now I think I know what your on about.

If the OS moves the process from CPU #1 to CPU #2 when
CPU #2 needs from "details" about said process it doesn't have to
go back to main memory etc to get it; it can (if still available)
transfer that information direct using its hypertransport link from
CPU #1.

That's the rough gist of it and what makes Opterons scale better
than P4's that and each CPU has a dedicated link to its own
memory ( when configured correctly ). N.B. This will happen on
any Opteron MB its not specific to Tyan.
