You can try troubleshooting it this way;

Since you're trying to use 2 different IPs, both using the normal
default port, then you should try firing up both of the servers, but
omit the +set net_port from the command line for testing.  Once both
of the servers are online, each using the respective IP address that
you wanted using the +set net_ip option, connect to the console of
each game instance and type

net_ip

it will echo back what the server IP address is latched to.  This was
you can verify that at least both servers are starting on their
correct IP addresses, and theoretically, being that you want them
running on the default port, there is really no need to have the +set
net_port in the command line start up.

Also, I am not sure if this matters, but in your command line, try
putting the +set net_ip before the +set net_port.

This statement doesnt really help determine what the result of what
you were trying to do, so in speculation, you might have had a typo in
your command line startup.  Maybe you brought the first server IP up
on the default port, and then brought the 2nd server up, default port,
on the same IP as the first.  This will definately cause the 2nd
server to increase the net_port number, even if you specify on the
command line.
