Updated tools and added Win32 binaries
I updated my Quake tools section to include tga2lmp.
The Win32 binaries are compiled with MSVC6, so it should
run on most machines. I did not bother compiling them on *NIX but
I can't see why it shouldn't work.
I will most likely look into the .spr tools next.
