Clint,
    I've found a link for you that shows what fps you should be getting 
on your setup: http://www.anandtech.com/printarticle.aspx?i=2229  I 
think their using similar hardware to what you have too. Something keeps 
telling me that this is a FC3 problem. Have you tried playing the game 
on FC2?
