Yes.  I have exactly the same problem.  For other
games I simply open up the relevant ports in the
firewall, but unfortunately no-one seems to know the
port numbers used by UT2003.  (I've tried asking both
this list and the newsgroup.)  If you manage to work
out which ports need to be open, please post the
solution here.
