[sdlsound] WinCE, mp3, and optimization

Or Windows Media Player's MP3 decoder uses fixed-point (integers) instead
of floating points, like MAD (http://www.mars.org/home/rob/proj/mpeg/)
supposedly does.

(Unfortunately that one's under the GPL, while SDL_sound is under the LGPL
so we can't use it.)
