You can use bib2bib (part of the bibtextohtml software) to generate
bibtex files based on some conditions such as tags. For instance, if
the main bibtex database is 'file.bib':

  bib2bib -ob output.bib -c 'tags : "sometag"' file.bib

will generate output.bib with only entries that contain "sometag" in
the 'tags' bibtex field.
