I'm pretty sure %APPDATA% is intended for applications to store data
that this *not* intended to be touch or used by the end user. This would
be part of the reason behind the %APPDATA% folder being marked hidden. 

Its kind of pointless to store things like videos and screenshots in a
hidden location. %USERPROFILE%\My Documents\* is intended for files that
are accessible to the end user. 

As to making it a user choice during install, I could not agree more,
with the default to %USERPROFILE%\My Documents\ *not* %APPDATA%. Many
Windows users go with defaults and would expect to find screenshot in a
folder that is not hidden.
