At the end of the day, I've always figured that the best cheat deterrent 
on-line is also the best cheat deterrent off-line: good identification. 
That is, in the real world, if you know someone who often deals from the 
bottom of the deck or nudges chess pieces when you aren't looking, you 
stop playing with her and she soon finds herself rather alone. The 
problem on-line is that you can't often tell that the newbie named 
"dred" is the same player that you played against last week that was 
obviously using an aimbot, but was then named "fang". When there is good 
on-line identification, such as on Ebay, you see less cheating than you 
would otherwise expect.

BTW, good identification doesn't necessarily require revealing your 
name, address, and social security number. It only requires identifying 
repeat players as being the same person.
