[quake3] mailinglist as default bugzilla component owner?

Er, what I meant to say was that the q3-maintainers list would be the 
default asignee, which is why I'd rather it is only accessible by 
maintainers, as opposed to joe q interested person who is then going to 
go close bugs because he is so cool and knows how to press radio buttons.

This (quake3 at i.o) list is really the QA+discussion list, unless it 
becomes too unwieldy in that respect.
