[openbox] sticky menus, menus as windows or smth similar

I rarely ever do "me too" posts, but just in case the developers are 
keeping informal poll results ... :)

This is the one feature I REALLY miss from WindowMaker. I looked at 
all the new window managers that are in active development, and could 
not find one that had this ability, which I used to use quite often.

I ultimately chose OB because it has all the _other_ features that I 
really wanted, but the addition of this one element would make it
The Perfect Window ManagerTM.

PS, I also believe that refreshing pipe menus would be overkill. 
WindowMaker didn't have that ability, and on the rare occasion it was 
necessary, re-opening the menu was not an overwhelming burden.
