I use a 600 Mhz celeron w. 128 Mb ram.

With 8 players it use 60Mb  CPU i close to idle i an map,  more when
changing map.

I run it on a penut linux as a dedicatet server. :-)

Remember, dont use X i takes over 20 Mb, and kill alle sleeping processes
that uses mem.

Use the top command, to see what processes that use memory.

In a games i have 100 Mb used, and 26 Mb free. (rest i used by xfs, xitami
web & ftp server.)

Swap is only used for sleeping processes.

Dont know if you can use this info, but it works for me.

Upload speed / ( # of clients * 8 ) = sv_maxrate

Your case : 512K / (16 *8) = ~ 4000
