It also looks like it doesn't send heartbeats right away. If you aren't
advertising on GameSpy, leave the server up for a minute or two and check
again.

If you've taken the server up and down a few times pretty quickly, leave
it down for a while (ten minutes or more) before trying again, too. I
can't prove it, but it's possible GameSpy has anti-flood protection built
into their servers or something and ignores servers that keep sending
heartbeats too quickly.
