A release...?

Ludwig pointed out to me, and I agree, that we really need to do an
official release of loki_setup.

The last official release was from, well, Loki, and there's been a lot
of good fixes and enhancements since then.

Can we decide what is hanging in the air before we could reasonably bump
the version and pack it in a tarball? If the answer is "nothing", can we
package up what's in CVS right now and call it 1.7 or something?
