pre-install and post-install facilities not sufficient?

I'd love to see setup improved, but I have to ask what exactly is it
that 

I'm happy to agree that stuff isn't always that simple, but so far
I don't think you actually described anything loki_setup doesn't already
provide, in the form of post- and pre- install scripts.
