[lokisetup] loki_setup autoconf doesn't check for curses

Since it looks like the *curses library detection is broken in the
configure scripts, it should be fixed. Also obviously the curses
libraries shouldn't be needed for anything else but the setup program
that includes the dialog_ui driver.
