[Gtkradiant] 1.6.4 build updated (Re: GtkRadiant 1.6.4 for Windows: shots fired!)

CHANGES:
- Return To Castle Wolfenstein support added - merlin1991 is officially in
charge of support for this
- Binaries are compatible with Windows XP again
- More fixes to the floating entity/texture/console dialog in 4-view layout
- Switched to a dedicated build machine to produce new builds, should be
easier and less error prone to iterate on making new builds
